in michigan i have to have a windshield washer. would it be wise to use my electric choke wire for that? have efi so i dont need it. seems to come from the fuse box. thanks

That depends on the amp rating of the choke circuit and the draw of your washer pump. If the circuit has the right amp rating then it should work fine. The choke circuit may be on only when the ignition is in the run position. I don't know your certification requirements but normally the wipers and washers work in both the run and aux positions.
