Manual steering rack part numbers

Is there any difference in the steering racks that are listed as part #12619 and part #13702? Did they change part numbers? Is the second on a Canadian package, would like to know Thanks

#12619 is the Assembly # for the Steering Rack(14688), Steering Rack Bushings(12620), & Outer Tie Rod Ends(15378).
#13702 is the aforementioned Parts plus the Manual Steering Rack Shaft Adapter(14555).
