Getting ready to install the steering components. I see there are two small circular cut outs on the upper steering shaft. Evidently there are two "Spring washer" that fit into those cut outs which I have lost.

How critical are these? Is there a substitute work around?

I never found mine either. It left slop in the wheel movement.
I called F5 and got 2. I think the shipping cost is more than the material cost.
I then used a drop of cement to hold them in place while I slid the 2 shafts together.

X2 what d42davis said they are there to remove play in the steering shaft

Well worth the few dollars to get replacements from FFR

They're called Belleville washers, and they're very important for the steering column as already mentioned. FFR supplied Belleville spring washers are equivalent to McMaster #9712K62. $4+ for a pack of 12 and they only charge actual shipping cost. Very reasonable. I tried and really liked the next higher size #9712K63 (.036 vs .038 total thickness). Slightly thicker and improved the fit of the collapsing column.
