Working to prepare the rear end for install on my MK4. I see the book says if I'm using a used rear axle that I need to remove the lower shock mounts and the anti vibration weight. After a quick google search, it appears to me that the weight I should be looking for is not there, but I will need to cut off the shock mount brackets (no google search required for that part). Agreed?

Yes, those are the quad shock mounts which can be removed but do not necessarily have to be. There is no weight mounted to the rear end in your photo.

Cutting off quad shock brackets will make it easier to mount the brake brackets. I didn't cut them off, but was able to use crow foot adapter on my wrench to get all the bracket bolts torqued. Just make sure the crow foot points 90 degrees away from the torque wrench shaft so it doesn't affect the moment arm length.
Looking back, I should have cut them off.
Ben, I cut mine off. Didn't cut all the way to the axle though, left about 3/8 to 1/2 of an inch showing.
