Never had a car with a carb, or even worked on one. The throttle arm on the side of the carb does not move. Does it need to have power from a battery to move? I installed my throttle linkage, and I can not test the movement.

Check for a shipping plate between the carb and intake manifold. If it's there simply remove it and tighten the carb back down.

Is there usually a gasket in between there also???? Or just metal on metal?

There is absolutely a gasket between the carb base and the intake manifold. Should have come with the carb. You will not have a good time getting the carb to work properly without it.
And to your original question, no power is required for the throttle plate to move. The only power likely on a carb is an electric choke connection heating a coil that causes the choke plate to open. Everything else is mechanical.
