Manual steering Rack Clearance?

I installed the manual rack today on my Mark IV. I notice the rubber sleeves on the rack touch the down box tubes on the chasis. This doesn't seem right, shouldn't there be clearance?

Thanks! I cut the lip off one bushing for ps and ds and moved them to the other side. Problem solved.
