Do I need the wheels installed and the car on the ground to align the car?

Not necessarily. But you want the car to be at ride height. If not you will be aligning the car while the suspension is drooped.

Set A arm angles with respect to the chassis as they would be with car at desired ride height (easiest with spring/schocks removed). Bump steer adjustment then can then be made as well.

It would be a whole lot easier that way but if it isn't possible you can do an initial rough alignment by measuring and extrapolating the suspension's ride height position and raising the control arms to that point (I had to do this to one when FFR's wheels were stuck in a backorder black hole).

You'll also need to simulate your tires' outside diameter to set toe.

If you can get it on the ground with tires it'll probably be quicker, easier and more accurate.
