Welcome!
Where are you in Texas?
As you research the 818, be sure to research the process of registering it in Texas. Registering the Roadster or Type 65 or 33 are all straightforward as they are replicas and hence there is a process to follow that enables you to legally skip the annual emissions testing process. With the GTM and 818 it is not as straightforward as they are not replicas of anything. I know others have successfully registered these here but I have never heard or read the definitive step-by-step of how this is done.
Of course if you live in a non-emissions county none of this is a problem; hence the question!
Anyhow, welcome and fire away on your questions!

There are two road legal 818's up here in DFW. TouchStone is one of the guys, maybe he will chime in and the other one might not be on the forum much.

I'm the other 818 in Dallas. Mine is registered as an 818. They use the OBD2 port for emissions so not bad. You need to have the car tuned regardless.

You should have no issues in Texas. You have several option, there was even a builder in Houston that registered it as a replica. Enjoy your build and worry about registration once it's road worthy.

Are there any restrictions in Texas on the requirement of the following:
Wipers
Fenders
Bumpers
Front Plates
Just trying to get completely informed before I take the plunge...Thanks

Wipers - Yes, can be hand operated
Fenders - You need side, front and rear pictures of the completed car.
Bumpers - needs working rear plate lights and reflectors
Front Plates - Yes, but not needed during registration
Also read sections 2.1 and 2.2 of http://www.txdmv.gov/txdmv-forms/doc_download/3447-assembled-vehicle-manual
FYI I did not need a "Certified weight certificate"
