I'm hoping someone can give me a name I can contact at the field investigations office in Albany.
I'm looking at a Mustang donor. I took the title to DMV the other day and they said the car is not stolen but it is salvaged. They expressed concern that I don't have any proof that it was properly obtained back from the insurance company after they totaled it. They told me to contact the Field investigation office. I would prefer to do this via email, so I can have a paper trail of the correspondences. I'm able to find a phone number but no email. I recall some posts on here referring to the people at NYS they dealt with, but I can't find those posts now. Thanks!!

You can try mark.shimkus@dmv.ny.gov. Mark runs the Albany office with regard to vehicle safety and emissions but may be able to reroute you to someone in salvage.

I believe Mark doesn't work there anymore, at least that's what I heard. He helped me out through December of last year though. Good luck contacting them by email; I always had problems getting timely replies. Sucks to hear the surprise bad news!

I had [snail] mail from Mark this year: I registered in the last 3 months, don't know if he's left since. I would concur on the response topic though - I emailed him a couple of times and had no direct answer, whether or not it helped with my registration I couldn't say. He did give that email out on his printed correspondence.
Might you be able to contact your local NYS DMV salvage inspection office directly and seek their assistance? The officer I dealt with at my salvage inspection was very friendly and showed obvious interest in my build. You might get lucky.

Mark is around. I just spoke to him a few hours ago with regards to my Cobra that I need to have inspected. I would just call him since it is much faster. Good luck.

Please let us know how you make out. I may be doing similar with a different project that has VA salvage title that I'll want to register in NY. I think as long as it doesn't have a muzzle brake and 20 round clip in the trunk I'll be ok though...

Thanks for the replies. I got in touch with Mark today. He ran the Vin and said I would need a form 907a Salvage Certificate. The owner of the car can not produce this. The whole thing sounds a little fishy and I don't want any surprises at inspection time, so I'm going to move on and look for another donor.

Sounds like a wise move. Did you actually buy the donor?
