MA title/inspection of a second hand kit possible?

Is it possible to title/inspect and get a VIN on a second hand FFR kit in MA? I've heard that they will only allow the person listed on the COO to get the stuff done. Has anyone had any experience with this situation?
ETA: Will FFR issue a new COO to the new owner?

Many people have done this including me. Should not be an issue as long as the new owner has a paperwork trail showing transfer of ownership. FFR will not issue a new COO.
