I tested all my lights for the first time and everything seems to work, except when I flick the dimmer switch the headlights turn off completely. I was expecting brighter hi-beams to come on. Is that what its meant to do?

Are you sure that you are using the ON/ON switch? It will have 3 terminals; power feeds in the center then the high beams are on one side and lows on the other.

Good point. It has three terminals so I assumed it was right. I have a multi meter, so how can I test it's the right switch?

The On/ON switch only has 2 positions and will feel like an ON/OFF switch (the kit also includes other 3 terminal switches; an ON/OFF/ON switch for turn signals as well as OFF/ON/ON for wipers &/or heater however you will feel 3 distinct positions when throwing them). For checking the ON/ON high/low switch let's call the terminals #1, center and #2. With the switch thrown one direction you'll have continuity between the center and #1 and open on #2. With it thrown the other direction the opposite will be true; continuity between the center and #2 with an open on #1. Power from the headlight switch feeds the center terminal, low beam wire connects to terminal #1 and high beam wire to #2.
Let us know what you get.

The switches I received with the Kit have the positions stamped on the side and read as Jeff noted above.

I also appreciate the info. On a related wire routing issue, the Ron Francis harness for the front of the car comes with a large grommet for feeding the front harness thru the peddle box to the front of the car and recommends routing the engine wires (alternator, etc.) thru the top of the inner DS footbox, then along the back of the engine compartment. But, the video recommends routing some of these wires ( guage sending wires) and possibly all the engine wires behind the dash and out the center of the firewall, which I think looks clean. However, I would also think another grommet would be appropriate. Should there be another grommet in the kit or should I just purchase one.
