Help connecting Overflow tank

I'm in the process of installing the coolant overflow tank, I'm using FFR system, the overflow tank has two tubes, one of them is longer than the other other one, the longer one goes almost all the way to the top in the inside.

Which one should I connect to the filler neck and where to connect the other one to?

The one that goes to the top inside the tank is the overflow, it whizzes on your foot when its too full. The short tube lets the motor pull coolant back.
