High and low beam headlight question

Should the the headlights be set up so that the low beams stay on when the highs are on? Or should the lows turn off when the highs come on?

So do mine, but it wouldn't be too hard to make them both come on. How does it work on post '03 WRXs and later model Camry's.

It's got nothing to do with the Camry headlight fixture, all the electronic bits are Subaru. Mine works like the donor did:

Ignition on, but car not running: No lights
Car running, parking brake disengaged: High beams at DRL brightness
Headlights on low: DRLs turn off, low beams turn on
Headlights on high: Low beams stay on, high beams come on.
