How to clean and keep clean Aluminum PArts

How do I clean it - Chemical? Wire Brush? Other? and after its clean keep it from turning into the mess it is now?

I have a friend that takes carbed manifolds that look like that and welds in the injector bungs for EFI conversions. He shot blasts the manifolds with SS shot afterwards
and they look like a new casting. Don't remember him coating them with anything but you could powdercoat or ceramacoat it to keep it fresh looking.
