Is the little ground strap just to bond the two halves of the breaker plate together since they are separated by plastic buttons?

The ground strap grounds both plates to the distributor main body. Without the strap you run a good chance of an ignition miss/issue and possibly even a no-start.

So it must attach to one of the screws that hold the breaker plate to the main body casting and the other end to the breaker plate screw under the condenser foot. It's the only piece I didn't get a picture of when I took things apart.

The ground strap goes from the points plate to the lower plate, as seen here:

Thanks, Mark. I don't see a point for it with the Pertronix module but they suggested keeping it.

I kept it with my Pertronix as well...

Be sure you have a full 12-volts to the coil and not the 6-7 volts through the typical resistor wire...
