It's an adapter to mount the stock mustang hydroboost power brakes to the front of the footbox. What do I win? :)

If you're not using power brakes, then it's a paperweight.

I bought the Whitby power brake kit - will I need it?

No. That piece is exclusively for the hydroboost setup.
A standard vacuum power booster mounts differently to the face of the footbox and pretty sure Whitby's kit comes with a spacer you use.
