On the front mounts that double as quickjack mounts, which sleeve is inside the body, the longer or shorter one?

Inside, shortest on the bottom, the next longer on top. Outside top the next longer and the longest on the bottom outside. The following giives the exact sizes and locations. It was taken from the build manual.
