I have seen this in several photos:

What is this animal? Is that the heater? If so, mounted in the fender well, does it not suck up a lot of water in the rain?

Its a fresh air vent. The open end will eventually get connected to the brake duct vent in the nose of the car to provide fresh air (or water) to the cockpit. The other thing is a tire.

Most likely, that is Cobra Earl's "Touring Foot Box Fresh Air Vent System ". Great product, I like mine.

So I take it the white cylinder in the middle of the black line is a "inline fan"?
Is that part of the complete kit?

Correct, inline fan. "Part of the complete kit" of Cobra Earl's setup, yes. Not part of the FFR complete kit...
