I have not purchased yet, but I am in the planning stage. I am wondering what additional equipment VA requires. Windshield wipers, bumpers, third brake light,,,,,,,,

The best way to find out is to get a check list from an inspection station. I believe wipers are on there but I don't recall seeing bumpers, windshield or a 3rd brake light. Since your building a hot rod, I don't know what your emissions requirement will be but I will need to have an OBD2 system with no codes since my donor is newer than 1996.
