rejected sticker on new purchase

Hi New to the forum I live in mass. and just purchased a factory five cobra from a friend that built it. he had the registration redone before the 2012 deadline so that it could be sold .went today to get a sticker and it was rejected said I have to go to a MAC station anyone know why??

Even if it is exempt it still requires a visit to the MAC center, DO not panic, it should just be formality.
