Steering shaft adapter

Should the adapter sit farther down on the steering shaft than this? Not sure if it should sit flush with no threads exposed? Thanks

Seems like it should go down farther. After inspection of steering shaft looks like there is some damage (flattening) to the base of the spline to the right of the flat part.

Any ideas on how to rethread or get the adapter to become flush?
