Hello, I am having so much trouble trying to get my Cobra registered. I have beeng going back and forth with the DMV. Initially they told me that I just needed to get it appraised at a Ford Dealer by two separate dealers. I did that sent it in and they kicked it back. They said that I needed the appraisal from a Cobra manufacture. This is crazy! Has anyone recently gone through this process? If so please shed some light. Very FRUSTRATED as summer is coming and I am ready to ride.

You should ask yourself, "is what they are asking me to do reasonable". Of course, you have already come to the conclusion that it is not only unreasonable but "crazy".
DMV does two things: take in revenue and screen for stolen parts/vehicles.
If you have not escalated this to a supervisory level, you will get nowhere. When I went to the little window for advice, it depended who I got as to what answer I got. So mine had to be escalated to the supervisor and then to her supervisor before the process was followed correctly. That took an extra day but since it was only 7 miles from home, I didn't think it too outrageous to jump thru the hoops a little. If you are able to find a DMV that has processed other similar vehicles, you would also have a better chance. What I'm saying is you should be able to present your costs of the project as a fair market value for the purpose of registration. You have the documents to prove it. It's not OEM so it's not going to fit that formula. An estimate from someone like Superformance would not make any more sense than going to a Ford dealership, IMO.

First, read through all of this: http://www.bipac.net/page.asp?content=tag_title_toolbox&g=SEMAGA for info about GA. Second, Ford owns the name "cobra" as far as automobile goes, so you did get two appraisals. It does sound like they are asking you for some really unreasonable efforts and I believe that you should ask to speak with a supervisor of even kick this all the was up to the HQ level. Hopefully the SEMA information will help you and you'll get the car registered.
You can also go the regional section of this Forum and ask others in GA how they handled this....

Thank you, I have escilated to a supervisor, however, when he or she felt like getting back to me after being on hold for 2 hours the picked up and said hello 2X and hung up before I could get a word in. I will be driving to this facility on Thursday.
Have you went through the GA registration process yet?

I'm about 2-3 months away from this myself. I found two things:

What if my vehicle is NOT listed in the motor vehicle valuation data base?
If your vehicle is a used vehicle and not currently in the motor vehicle valuation data base, the value will be the higher of (1) the value listed on the bill of sale or (2) the value listed in a used car market guide designated by the Revenue Commissioner.
If the vehicle is “new” and not currently in the motor vehicle valuation data base, the value will be taken from the bill of sale less any rebate. Note that any trade-in value is subtracted before the tax rate is applied.
2 - HB386. Basically the actual legislation from above:
(1) 'Fair market value of the motor vehicle' means:
107 (A) The average of the current fair market value and the current wholesale value of a
108 motor vehicle for a vehicle listed in the current motor vehicle ad valorem assessment
109 manual utilized by the state revenue commissioner in determining taxable value of a
110 motor vehicle under Code Section 48-5-442;
111 (B) For a used motor vehicle which is not so listed in such current motor vehicle ad
112 valorem assessment manual, the value from the bill of sale or the value from a reputable
113 used car market guide designated by the commissioner, whichever is greater; or
114 (C) The fair market value determined by the state revenue commissioner from the bill
115 of sale of a new motor vehicle for which there is no value under subparagraph (A) of
116 this paragraph, less any rebate and before any reduction for the trade-in value of another
117 motor vehicle.
These vehicles are not in the "motor vehicle ad valorem assessment manual" therefore (A) does not apply. So we turn to (B). (B) deals with used motor vehicles, which we are not since it's titled as a 2014. So we turn to (C). (C) states to use the bill of sale. I'm going to argue that the Factory Five paperwork is my "Bill of Sale" and tax should be applied as such. No where in HB386 does it mention the requirement to appraise your car. It also makes no mention of kit cars. It only deals with the classification of "new" or "used." Since the vehicles are having a title generated under 2014 (or current year) I'd argue they are considered new. Even if they are used, then we fall under (B) which refers to the bill of sale since we are not a used car market guide.
EDIT: The State of Georgia Department of Revenue - Office of Tax Policy agrees it should be based off bill of sale. It's a new vehicle, not in the data base. The legislation clearly says to use the Bill of Sale in this case. If your county wants to argue used, then it's first NADA then Bill of Sale.

They just need a value. Take your factory five bill of sale and present it. I'm sure they will process it.
I bought mine used from South Carolina and they used my bill of sale. I had no problem.

They won't inspect it until the Tag office calls the inspector to tell them all the paper work has been processed.

The document I have says this is the paperwork that must be submitted to be forwarded to start inspection:
KIT VEHICLE
A completed tag/title application, Form MV-1 - This application must be completed in detail –typed, electronically completed and printed, or legibly hand printed in blue or black ink in the vehicle owner(s)’ full legal name(s) and signed by the owner(s).
Manufacturer's Statement of Origin (MSO) - The manufacturer's statement of origin (MSO) or current title must be submitted for the frame of the vehicle. This document must be issued in the applicant's name (s) or properly assigned to the applicant(s) using his/her full legal name(s).
Serial Plate -The serial plate from the frame of this vehicle must be submitted.
Statement of Origin - The statement of origin for the kit properly assigned to the applicant(s) using his/her full legal name must be submitted. If the statement of origin is not available, a surety bond must be submitted.
Labor and Parts Certification (Form T - 129) - Form T - 129, Labor and Parts Certification, must be completed and submitted by the person who built this vehicle stating he/she performed the labor. This form must be signed by the rebuilder and his/her signature notarized. In addition to signing, the notary public must affix his/her notary seal or stamp and record the date his/her notary commission expires.
Bills of Sale - Bill(s) of sale showing the rebuilder as the purchaser, listing each part used in repairing the vehicle. These bill(s) of sale must indicate whether the part was new or used. The stock number or part number must be shown along with the part name, if the part is new. If the part is used, the serial number of the vehicle it was taken from must be shown. Each parts bill of sale must be signed with the full signature of the seller. If parts bill(s) of sale are not available, a surety bond must be obtained and submitted to obtain a title.
Request for an Inspection of a Rebuilt Motor Vehicle, Form T - 22R - must be completed and submitted requesting an inspection of this vehicle by MV Inspection Section.
Processing Fees - Pay all fees due ($143.00 or $168.00 that includes the $18 title fee and the $125 assembled motorcycle or $150 assembled motor vehicle inspection fee) with a certified check or money order payable to the Department of Revenue.
What do you have that you're submitting on? My Cobb County inspector pointed me to this document (http://www.bipac.net/semaga/TagTitleToolbox_GA.pdf) on what is needed.
Edit: Just looked at all the forms again and I guess they need the fair market value for MV-1, correct? This would be your Bill of Sale Price from Factory Five. Point them to HB386 and the law is very clear what to do.

Yes, I have that exact same paperwork submitted. it was rejected because I did not have 2 appraisals. I've read through the requirements with great detail and it did not call for an appraisal. However, the person at the MV requested it and I submitted it only to be rejected because the appraisals were not from a manufacture of the car.

What the heck? This thread has pushed up my paperwork filling out so I've talked to a few people today and no one has mentioned appraisals. The said to use the Factory Five Bill of Sale as the Fair Market Price and include a copy.
What did you do on these forms:
MV-1:
Current Title #
T-22R
Sales Tax #
Withholding Tax #
T-129:
What did you include for VIN #'s, if any, and what did you fill out in the lower portion of the form? It's not really a rebuild, but no one seems to know what to fill out.
The Dept or Revenue - Motor Vehicles (where all this is sent) stated to use the Bill of Sale from Factory Five. How can they ask for appraisals?

However, the person at the MV requested it and I submitted it only to be rejected because the appraisals were not from a manufacture of the car.
Your instructions are much more clear than the ones we have in AZ but the bottom line is an appraisal is not practical for this vehicle. I don't see that language in the instructions either. Once you start down the wrong pathway with these guys (they do not see this process often or ever), you are dropping into the proverbial black hole. The first one at my DMV even was thrown by the certificate of origin and said I needed a title even though I knew the state had to issue that first title. You just can't argue with someone when they don't understand the process. If you show persistence and consistence, eventually the properly authorized person will accept your cost sheet (showing sources) as the value of your car. Then you can go to the next step of inspection which is sometimes a joke in itself. The DMV gods have created this process so that when you do get your registration for the roadster, it becomes one of your most treasured possessions!!!

Question for you. What is the difference about having a title or not having a title. I don't plan on selling my car so I'm thinking that if there is a easier route to get it registered without the MV issuing me a title that would seem worth it at this point.
Your thoughts on TITLE OR NO TITLE?

The only way you could do that would be to make it a dedicated track car. If you want to roam the streets and highways, it will have to have a title. That also gives the future buyers of the vehicle a clean paper trail. Although you can do that with the Certificate of Origin if you notice on the back side of that.
