I want to clean up my bolts. I know a lot of folks have used tumblers, but since I have access to a sandblaster and not a tumbler, I went that route. They are now clean, so the question is what do I use to coat/treat them? If color is an option, I'd prefer something in the gold or brass area of the color spectrum.

I've never used this method, but it seems feasible

It's cheaper (no labor)/ better looking to just buy shiny new hardware.

Yeah, I hear about people buying good quality bolts and such from Napa, etc., but I live in what is essentially Podunk, and NONE of the local stores have anything good. most of time I go in there for something they don't have a clue - and I'm not even a mechanic type! So that said, any idea where I can buy quality hardware online for not a ridiculous price?

I used boltdepot.com for stuff that I couldn't find locally, or things that I knew I needed, but didn't need in a huge hurry. Selection was good, price seemed reasonable, and shipping was quick.

I mostly use McMasterCarr but they didn't have some of the bolts I wanted for the front suspension. I bought what they didn't have from belmetric. Below is a copy of my order for 2 cars.
12 x WFHV16 - Hardened Flat Washer (WFHV16) = $6.12
4 x BH16X1.5X40 - Hex bolt 10.9 (BH16X1.5X40) = $18.24
12 x NNH16X1.5 - Class 10 Nylock (NNH16X1.5) = $15.36
12 x NNH14X1.5 - Class 10 Nylock (NNH14X1.5) = $16.32
4 x BH14X1.5X60 - Hex bolt 10.9 (BH14X1.5X60) = $18.96
4 x BH16X1.5X65 - Hex bolt 10.9 (BH16X1.5X65) = $19.52

Is there an 'inventory' or list of the estimated quanity and sizes of bolts that are needed to be provided from the donor? Meaning, if I wanted to replace all the bolts with new ones, what size and how many would of each be needed?

Coat them with a spray product called "Extend", from Permatex: http://www.loctiteproducts.com/p/s_trmt_extend_spray/directions/Loctite-Extend-Rust-Neutralizer-Spray.htm
It's not a coating, so it won't change the dimensions of the bolt. It physically changes the surface of the metal to help prevent rsut from returning. If you want to add paint or PC on top of that, you can.
I'v been using this stuff on all kinds of projects for decades.
POR-15 is a very similar product.

+1 and they have a great iPad app for ordering. Keeps track of what you have ordered too.

Can go old school as well, soak them in used oil and bake them.
