Is the car already titled?
If so, then it is what it is as all states reciprocate with each other in regards to swapping titles from one state to the other. However, in PA, if the VIN was not a state issued item, the DMV may make you go through a retitle process in which they will issue their own VIN and "Specialty Construction" title. The process is easy for this, and the cars are exempt from emissions testing no matter what county you are located in.

If the car is not titled yet, then the "Specialty Construction" process comes in to play. The basic process is explained on the PA DMV site for PA at the following URL (PDF document on the state site):

Again, it really is that easy........

Hello Bill.

Just curious but can you tell me what the state emission requirements are for a specially constructed vehicle? I did not see anything in the pdf (unless I missed it).

I am located in Cochranville PA and will be starting my build during the last week of August. In my location, any vehicle not driven more than 5,000 miles are "Emission Exempt" and are not required to undergo emission testing. This is great for my 1991 C1500 pickup that I use for hauling firewood, garden dirt, drywall....etc.

Just wondering if the MKIV will fall into this "Emission Exempt" category.
