For those that live in Ontario, and have purchased a STARTER kit second hand, you may benefit from this information.

If at all possible, obtain the customs documents from the original owner that cleared the STARTER kit into Canada. There
will also be tax documents which the ministry will ask for.

When I purchased my kit second/third hand, all I receieved was a sale agreement, and the Certificate of Origin.
I was then asked to get the following documents from Canada Customs:

In Ontario, the Ministry of Transporation also requires:

Certificate of Origin

Sale Agreement

Safety certificate (no emissions)

Proof of Insurance

Declaration of Import Form (Transport Canada will issue an Authorization letter)

T.C. Authorization Letter

You will pay 8% tax on the kit price If you cannot show that taxes were paid when the STARTER kit
entered Canada.

More run-around, and mixed up information. Now I'm getting a different story upon registration:

- In Ontario you pay 13% of the total cost of the kit + parts EVEN THOUGH YOU ALREADY PAID TAXES ON THE PARTS.

Really? I'm already questioning this. Not happy about it.

- The Ministry also requires a sworn affidavit to explain the paper trail of the kit entering Canada, and how the kit/ownership changed hands.

Within your statement, you must provide the serial numbers/VIN numbers of all major components (IE: Engine, transaxle, etc.).

- Keep all of your receipts, because they will require them as proof of parts added to your starter kit.

This is for used kits that have not been registered/licensed.

Final comments for used kit registration:

- sworn affidavit will cost you $15 in Ontario
- upon registering you will pay HST (13%) on the sale price of the kit, plus any parts purchased outside of the province that did not get tagged with provincial sales tax
- You will pay the license fee ($10) & sticker fee ($74 per year - prorated)

Summary of items required for your used car purchase :

Customs Documentation upon entering the Country/Province (B15 Casual Goods form)

Certificate of Origin

Sale Agreement

Declaration of Import Form (Transport Canada will issue an Authorization letter)

Transport Canada Authorization Letter

All original receipts of parts required to complete the car (mainly the driveline, suspension, braking, and fuel system)


Additional Forms Required When Registering:

Proof of Insurance

Safety certificate (no emissions required, no structural certificate required)

Sworn Affidavit
